Having reviewed the
Constitution,
Amiri Order No. (4) of 1975;
Amiri Order No. (9) of 1992 establishing the Consultative Council, as
amended by Amiri Order No. (12) of 1996;
Amiri Order No. (10) of 1992 in respect of the Bye-laws of the
Consultative Council, as amended by Amiri Order No. (13) of 1996;
Amiri Order No. (16) of 1996 appointing Consultative Council members,
and
Amiri Order No. (17) of 1996 appointing a Chairman for the Consultative
Council,
Hereby
Order as follows:
There shall be
formed, at the Consultative Council, a committee under the name “Human
Rights Committee” which shall carry out the functions assigned to it in
this Amiri Order.
The Committee shall
comprise six members of the Consultative Council, provided the
Consultative Council Chairman shall nominate one of its deputies as
Chairman for the Human Rights Committee, while five members shall be
elected by the Council at the beginning of each term. The Human Rights
Committee’s term shall be four years commencing on the date it is
formed.
A member of the Human
Rights Committee may combine membership in other Consultative Council
committees.
The
Committee shall have the powers to undertake the following activities:
1. To review legislation and regulations in force, in respect of
matters which are part of human rights and recommend changes to them as
it deems necessary;
2. To take part with the concerned authorities in raising awareness
of human rights;
3. To follows up human rights, advocate their protection and find
appropriate solutions to them
4. To participate in seminars, conduct research and studies and take
part in any Arab and international parliamentarian meetings dealing with
human rights;
5. To further contacts and strengthen relationships with
international organizations concerned with human rights;
6. To co-operate and interact with counterpart committees on
Gulf-wide, Arab and international levels;
7. To follow-up the meetings of the International Parliamentary Union
in respect of matters related to human rights; and
8. To discuss matters and issues related to human rights that are
referred to it by the Amir of Bahrain and the Prime Minister.
The Committee may, in the course of carrying out its functions,
co-ordinate with government ministries and other concerned bodies to
obtain necessary information and data.
The Committee shall
lay down Bye-Laws containing the rules and procedures that
are necessary for carrying out its functions and the powers assigned to
it.
The Committee shall submit reports on the functions and powers provided
for in Article (4) above through the Consultative Council Chairman to
the Amir of Bahrain and the Prime Minister to take the necessary action.
The
Committee’s reports and recommendations shall not be subject to any
discussion, whether during the sessions of the Consultative Council or
its committees.
Notwithstanding the
provision of Article 2 of this Amiri Order, the term of the first
Committee formed in pursuance of this Order shall be one year, expiring
with the end of the Consultative Council’s current term.
The Ministers, each
in his respective capacity, and the Consultative Council Chairman, shall
implement this Order which shall come into effect from the date it is
published in the Official Gazette.
